It can be crafted at a crafting spot or smithy.

Creation
A Harp is a source of High Culture recreation and is a requirement for specific titles.
Acquisition
Harp can be crafted at either smithy variant using 
150 wood after the Harp research has been completed.
Analysis
Nobles can put on concerts with the harp, similar to a party, giving a mood bonus to the noble and attendees. Anyone listening to or playing the harp receives a +2 thought for as long as the harp is being played.
