Acquisition

Constructing paved tiles requires Stonecutting to be researched. Each tile requires Steel 2 steel.

Analysis

Paved tiles cost two times the amount of steel in return for not giving a beauty debuff. These cheap tiles can be used to tile hospitals and kitchens in the earlier game.
