:Speaking about RimWorld generally, commonality is a measure of how often a particular thing is to be randomly or semi-randomly selected when chosen from a group. For example, every trait has a commonality, and when a pawn is rolled it selects them based on that commonality. For example Kind has a commonality of 2, while Psychopath has a commonality of 1. Thus, before the effects of backstories and pawnKinds (which can add or subtract specific traits regardless of commonality), Kind is twice as likely to be randomly selected than Psychopath is. In this instance, it appears to be limited to textiles and would thus control the likelihood of a given textile appearing on generated pawns as apparel, or being available for trade assuming that the material/category/item allowed anyway (e.g. if a merchant type doesn't have the tags for a given material, it might not show up, even if other similar materials do.)  I can't vouch for those two being the only places affected by the stat or for the accuracy of the data though.
