Place planning designations. These don't do anything except help you plan future expansions.
Plans can only be placed inside the building zone. An error (Too close to map edge.) will appear while attempting to place plans outside.
Plans can't be selected like walls and doors.
Remove plans
Does the opposite of the plan order, in that it removes plans you've laid out.
