I consider 'modding' the act of making a mod, so the info on this page is appropriate. This page acknowledges and links to the Modding Tutorials page, which is more about teaching how to do it. This page is just a starting point.
Mods include (or should include) their own installation instructions, but if one were to post some general info that would apply to nearly all mods, it can go on the page Mods.
