As per your suggestion, I have finished going through the current category structure and expanded the proposals. Please have a look over again and see if you can think of any other suggestions.

Once it looks good, we will need to decide on how long to wait till we start making changes (usually 48 hours for rapid change, or 1 week for extended buffer), so people can have time to read it and reply. If you think this is a good base starting point, I can transclude those two structure chart into To-Do page for more exposure, and redirect anyone that is interested to comment to this talk page region.
