A monument is a type of quest added by the Royalty DLC. An entity (a noble, a faction leader, or an AI Persona) will contact you, requesting you build a monument. , with monument requests sent in the early game only requiring a few walls and floors, while late-game monuments take up large portions of the map. The monument will generally consist of:

Sometimes, the quest giver may require you to protect the monument for a certain amount of days. Deconstructing, destroying, or altering the structure in any way will fail the quest, and sometimes will inflict a penalty on the player. An enforcement protocol of the quest giver will activate, creating threats such as infestations and mech clusters.

Once the quest is accepted, the quest giver will send you a monument blueprint via transport pod. To find out how to build the monument, click on the item and install it. The blueprint must not touch any wall or mountain.

In order to actually build the monument, you must decide which resources will be used in the construction of it. After the blueprint has been installed, more options will appear. On the right of the infobox, in the "actions" boxes, there are options to place building blueprints. You can select the materials that each building will be made of. Once you decide which resources will be used, the actual blueprints will be placed and your colonists will begin working on the structure.
