Constructing a cannibal platter requires 120 Human meats and 10,000 ticks (2.78 mins) of work. They require an ideoligion with the cannibal feast ritual to be constructed.
Summary
A cannibal platter is used for the cannibal feast ritual. Once the ritual has completed, the platter is consumed.
Participants will have their saturation filled, and will have any associated thoughts from eating human meat.
Analysis
From a pure gameplay perspective, there is little reason to pick the cannibal feast over another ritual that doesn't consume items.
If you are unable to preserve human meat with a cooler, then a cannibal platter can be used to preserve human meat. Note that this building can only be consumed via ritual.
