The venom fangs are definitely an implant, I've got a mod that lets me see all body parts and the jaw is not replaced. As for the attack still being possible, I'm not too sure, I tried dissolving a pawns arms and then setting them to repeatedly attack other pawns, out of ~50 attacks not a single one used human teeth
